A technical and economic assessment, which consists in comparing the specific costs of the development of 1 ha of territory with various types of its intended purpose, was determined on the basis of existing and design studies, as well as the experience of mastering the sites similar to the considered. The highest specific gravity in the specific costs is in engineering training, which in some cases is 40-60% of the costs of engineering equipment and improvement and depending on the characteristics of the natural conditions and on the requirements for various options for its use.
Existing rice systems and design studies on the development of Azov fluids for rice fields showed that the specific costs that make up the depth plain areas 1, 5-3 thousand. rub. by 1 ha, increase with the removal from sources of water resources and the development of coastal smooth areas requiring large work on soil fencing and the construction of drainage systems, up to 7-9 thousand. rub. per 1 ha. In this regard, it was proposed to reduce by about 6 thousand. HA pre-planned development of fluids for rice fields and include these lands in the designed natural park, and in the fluid areas between rice systems and delta estuaries to organize pond-house fish farms with costs for engineering training up to 5-8 thousand. rub. per 1 ha. In addition, the coastal estuaries and mouths of the steppe rivers were recommended for organizing spawning and growing farms necessary to increase the fisheries of the Sea of Azov. The costs of the collapse of these territories, the device of inter-flooded formations and marine garles, supplying and discharge channels with water-regulating structures on them amount to 40-70 rubles. per 1 ha. Specific sites for resort construction within the resort-recreational zone were allocated on the basis of its zoning in typical sections of the coastal strip, characterized by a common engineering-construction conditions and the degree of complexity of engineering measures necessary for their development and improvement.
